On May 7, 2025, another meeting of the discussion platform “Science for Recovery and Sustainability” took place, dedicated to the topic “Regional Energy Modeling for Post-War Recovery in Ukraine.”
The invited speaker was Oleksandr Dyachuk, PhD in Technical Sciences, Senior Research Fellow at the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine. He presented the results of many years of work on energy modeling in Ukraine based on the TIMES model.
The meeting addressed current challenges facing the energy sector during wartime, including the loss of generation capacity, GDP decline, and significant demographic migration. The professor demonstrated how optimization modeling tools can support evidence-based policymaking adapted to uncertainty. This modeling is already being integrated into government strategies and plans — in particular, the new Low-Carbon Development Strategy of Ukraine until 2050.
Special attention was given to climate neutrality scenarios, the structure of the “Ukraine” model and its ability to represent all energy flows — from extraction to end-use — as well as its application at the municipal level.
